Indeed! The Competent Puntland Ministers Deserve to be Reappointed
The recent dismissal of Puntland cabinet by the Puntland MPs was unprecedented and unforecasted decision which has been done without prior consultation of the president, vice president or other concerned bodies in the government. The decision of MPs was a collective punishment.
Earlier, the Puntland MPs had utterly criticized some members in the Puntland cabinet for being weak and incompetent, but not all ministries could be equally blamed. Yes there might be some who performed poorly but others performed well.
There is a question, is the president of Puntland planning to reappoint some of the dismissed cabinet? Constitutionally, he has the right to do so but he can reshuffle and make some slight changes too.
The prediction is that, the President would make slight changes as some of the ministers were in the midst of great and valuable projects. Below mentioned ministers have been hailed as competent and committed ministers by the general public.
The Minister of Environment and Wild life
Dr. Ali Abdullahi Warsame, a Somali academic, civic work and politician with 24 years working experience, was among several ministries that brought positive change into Puntland. He is the incumbent minister of Environment and Wild life. Despite the short time he was in the office he made tremendous change on preservation and enhancement of the quality of the natural environment; water, air and soil. He has gained reputation on coordination of policies and programs , and enforcement of rules and regulations.
It was not only the test that Mr. Warsame has excelled. He was the Puntland Minister of Health from 2010-2014 and among others his achievements included successful health sector development initiatives and reforms that grossly increased access to free primary health services for the most vulnerable part of Puntland population particularly women and children. Moreover He was a leading member of the Somalia Health Sector committee and dedicated to be part of this critically important and historic work. In addition to that, his influence has been instrumental for the health sector development agenda for the country health to move forward.
The Minister of Women and Family Affairs
Mrs. Anisa Haji Mumin, has been an active, energetic and charismatic women that has made a remarkable transformation onto the Ministry of Women and Family Affairs. She has got a fame among women and youth groups in Puntland. Her achievements on the areas of advocacy for vulnerable society in Puntland mainly women and children, fighting for the rights of women, reorganizing and restructuring the ministry, focusing on Gender Based violence in Puntland. She had actively played an important role in dealing with notorious rape crimes in Galdogob and Buurtinle were the perpetrators were finally brought to justice.
Hassan Haji Said, Minister of Aviation and Airports
The management and supervision the mega projects is not an easy task. The Ministry of Aviation and Airports has made quite successful management of the Boosaaso Airport Construction, the first International Airport in Puntland. His ministry oversaw the successful completion an airport that met international standards and has been accepted by the International Civil Aviation Organization (ICAO), an airport that is designed as a Class 4E airport which can handle Boeing 737 or equivalent large aircrafts. The other mega project that his ministry effectively managed was the Garoowe Airport and renovation of Gaalkacyo airport.
Other ministers that have done tremendous work during their time include, the ministers of Health, and the minister Public works who showed hardworking and good performance.
It is the president of Puntland who has the authority to appoint ministers, but Puntland general public is well aware of the cabinet members who have done an outstanding performance and who has not, the decision is also for the parliament who have the right to accept or deny the appointment.
The decisions of the president and parliament in nominating new cabinet members should not be based on emotional or pressure from clan elders, but strong performance appraisal and listening general public feedback on this matter.
